Modeling and Measuring Competencies in Higher Education
2020
Measuring competencies acquired in higher education has to be regarded as a widely neglected research field. The progress made in empirical research on the school system since the 1990s – for example, through large-scale assessments such as the Trends in International Mathematics and Science Study (TIMSS) and the Programme for International Student Assessment (PISA) and through a massive expansion of instructional research in general – has revealed that nothing comparable exists at the higher education level.
READING COMPETENCE AND ENGAGEMENT OF LATVIAN STUDENTS IN THE VIEW OF OECD PISA 2018 RESULTS
2020
Students' reading competence determines the achievements of learners in all areas of school education as well as in their further education, professional activity and life. The results of the OECD Program for International Student Assessment - OECD PISA 2018 confirm the need to improve reading competence in Latvia (OECD, 2019).The aim of the study is to analyze the achievement of Latvia's fifteen-year-old students in OECD PISA 2018 and the previous international program cycles in relation to students' reading engagement and its changes. Reading engagement significantly influences not only students' reading competence but are in themselves one of the goals of modern education (Guthrie & …
Germany: A System Undergoing Change
2018
The German school system has been undergoing significant reforms as it works to challenge long-held beliefs about the country’s traditional tiered system of schooling. Once believed to be a symbol of national strength, the sifting and sorting of children into one of three tiers of school at the age of 10 is now believed by many to be a limiting factor in potential for student growth and development (OECD 2011). In response to what has often been described as the “PISA shock,” Germany has, since the initial Programme for International Student Assessment (PISA) study (2000), seen a steady increase in PISA scores in literacy, mathematics and the sciences.
The international state of research on measurement of competency in higher education
2015
With the Program for International Student Assessment and Trends in International Mathematics and Science Study surveys, competency assessment became an important policy instrument in the school sector; only recently has international competency measurement gained attention in higher education with the Assessment of Higher Education Learning Outcomes (AHELO) feasibility study. As AHELO showed, measurement of competencies in higher education is a complex and multidimensional task, which poses great methodological challenges. These challenges arise out of the high diversity of degree courses, study programs, and institutions of higher education. Nevertheless, we need to address these challeng…

The relevance of educational poverty in Europe: Determinants and remedies
2021
Abstract This paper explores the degree of educational poverty in European countries using data from OECD Programme for International Student Assessment (PISA). This research adopts the class of additive multidimensional poverty measures proposed by Alkire & Foster (2011) and investigates the degree of educational poverty in terms of incidence, breadth, depth and severity. Also, we analyse the impact of students’ characteristics and school-level factors on the probability of being educational poor in various learning dimensions. The findings reveal that between 2006 and 2015 the incidence of educational poverty became more relevant in many European countries, while most of them experienced …
Organisation and Context, Efficiency and Equity of Educational Systems: what PISA tells us
2005
05065http://www.wwwords.co.uk/eerj/; International audience; After describing both average scores, dispersion, and social inequalities in achievement in the various countries included in the latest Programme for International Student Assessment (PISA) study, this article relates those ‘products' to country economic and cultural characteristics. It then explores relations between student scores and a number of institutional characteristics of countries' educational systems. Results show that relations exist between average scores and certain institutional or pedagogical practices such as grade repeating or tracking. A high degree of social inequality in achievement proves to be associated wi…
